The following letter was handed to the General Manager and copy to each Board member during the meeting held on 11-14-2001. Both the incoming and current Mayor were copied as well. Open or download the letter.
On this Thursday, I went to the LARPD office on Trevarno and requested a copy of their bylaws. I was told that they do not have any bylaws and that there is nothing that can be given to me to take. I said that all entities, like corporations, usually have documents by which their organization is governed, typically bylaws, and there must be a document like this for the LARPD. She said there was no such document and I was essentially disregarded.
We had about 15 supporters of the skatepark show up at this meeting. Four of us addressed the Board of Directors and specifically requested them to add the skatepark to the official agenda of an upcoming Board meeting during Matters Initiated. The board completely ignored our requests which led to this letter sent requesting this again formally AND in writing.

I just received a copy of your e-mail to your fellow skaters dated September 29, 2001. Please be aware (and make your fellow skaters aware) that discussion of the future improvements to the skatepark is not on the agenda as you have indicated in your e-mail. The General Manager and myself will only be updating them on the status of the skatepark improvements and other projects in an oral report. The Board will not be able to consider or modify the already approved commitment of funds for the skatepark improvements. The Board already considered the request for an expanded skatepark facility and decided not to undertake such improvements at this time.
You and your fellow skater are welcome to comment on the skatepark under Item 2 of the Agenda; Public Forum. That is the only time in which you will be able to speak on this subject at this meeting. I encourage you to attend and be sure to arrive on-time as the Public Forum will come up immediately upon the start of the meeting at 7:30 p.m.

At the February 14th, 2001 Special Meeting of the Board of Directors on the skatepark topic, the initial budget for landscaping was approved. Superintendent Craig scratched out what he believed the landscape plan should be on an overhead projector slide. At that time, I asked Director Maryalice Faultings if the public would be able to provide input into this and her answer was yes. I have continually attended meetings and have not yet received the ear of the Board to provide that input. I would like to formally ask that the user community at the park review these items.
Strangely enough, the meeting minutes posted on the website do not contain any record of the 40 or so people who attended nor the 25 or so who spoke up to the board. Also, the agenda is not even listed.
